C# / VBScript Simple Encode/Decode String Value - Needs To Support Other Characters

I found these code samples (see attached text files) that works in VBScript and C#. It works with letters and numbers, it's not working for symbols like "@" or "," commas. I can't figure out how to make this work for other characters. I'm planning on using this for simple query string values obfuscation or cookie values obfuscation. But need something that works in both languages so I can use it in .net C# and also in classic ASP / VBScript. So if you can provide a different example that works for all characters up to 255 in length, I'm fine with that too.
