Get a simple webserver up and running on Azure

I have a C# program that listens to HTTP requests and replies. It stores the email address of the person who made the request in a local text file. It works great for Localhost, but I've tried to get it running on an Azure VM and it can't seem to see the requests coming from outside.
I have the C# solution (created in visual studio community), and its less than 110 lines (very simple).
I need this working from outside browsers. The call to the server is VERY simple:
http://localhost/?emailkey=myemailaddress@[login to view URL]
The entire solution is available if you need to look at it, but this is the only program file in it.
