Create incoming service in .Net for Twilio SMS

I would like to receive the incoming message from twilio in .Net project and then send SMS back based on the condition below: If the code is eq: 8345 then SMS "This is the information about this house" If the code is eq: 8346 then SMS "This is the information about this apartment" the SMS should go back to the original SMS sender and the email should be sent to specific email. I would like to see prototyping first. The project should be written in visual studio 2012.
