C++ Variant and Arduino programmer needed to complete programming job

This is a vending machine proto type There is 12 vending motors in the vending machine for 12 different products. There are 12 QR codes in the front of the vending machine. Customer scans QR code and complete payment details, once the customer has paid, the machine will receive a sms that the product was paid. There is program one that give names to the 12 motors, example #1-12, this we call program 1. And there is a program called program 3 that reads the sms. We need a program called program 2 that will take the instruction for program 3 to tell program 1 what to do. I only release funds once my programmer can confirm work done.
