I have a router with DD-WRT firmware installed on it, and I use VPN feature to connect to the internet but sometimes the VPN is hung up and need to be restarted or disabled temporary.
What I need is create a script that periodically check the timeout, and IF the VPN is hung and time out, script will restart the router AND after that IF the VPN still not connect, it will temporary disable the VPN and enable it after 60 minutes

You should add a timer module for this purpose, and rebuild the firmware. You could download OpenWRT for this purpose. Select the source version which is matched with your hardware platform, then modify the code.

have you checked using top or htop when vpn hangup?
is that service get crashed or service running but vpn crashed?
lastthing, are you using IPSec or OpenVPN to make vpn using wrt?
