Retaining wall and Shade Sail Footings

Project is at my private Residence. Building a retaining wall 32" high approx 71 linear feet. I just broke down former Decorative block Cinder Block wall down to top of footing at sidewalk level. When done new wall will connect to older Retaining wall. Planning on filling in and leveling off front yard and filling in against retaining wall and to top of wall with 4' high metal fence. I require an engineer to look site over recommend size of footing and whether or not I can expand on current footing or have to dig up current footing and poor entirely new one. Also City of Henderson needs something in writing from Engineer to assist in me getting permit for wall. Separate issue need you to take a look at back yard and plan for Sail Shade Foundations and attachment to back of house and plans for city permit.
