Application to pull and compare data from a given site

I need an application that will go to a specific site(which i will tell you later once i have the right candidate) at a regular interval, pull the required data and store it in a local database( i am thinking MS Access).
End user should have the option to specify how often he or she wants the program to capture the date (daily, weekly, bi-monthly etc).
One of the fields captured from the site is in date format (eg. January 20, 2004). On the next iteration, when the application goes out and captures this field again, it should then be able to calculate the number of days by which this field has changed.
So for example, on the first iteration the date field was: January 10,2004 and on the second iteration the date field was January 20, 2004, it should come out and show that the date has progressed by 10 days in such a given time.
I am still trying to figure out how long should the data be retained for.
However i would like to be able to chose and pick the date to compare the most recent given data to the one previously collected(one day ago, 15 days ago, or a month).
I want the results to be displayed in a form of excel spreadsheet.

i would recommend using other type of database(once u select me) for ms access is not such a suitable platform to store datas. i will also ensure that by usage of the program, you will save time and cost
