Need Lip Synced Animation

I need to have an animation created for a lip-synced animated video in Adobe Animate. However, I do not need someone to draw many images. I only need the vectors for the lip sync. To do this the artist will need to have the mouth move appropriately and will need to create 12 or so vectors of the mans' mouth. The attached picture is an example of the shapes needed but obviously, the shapes would need to fit the man's mouth and be image appropriate. Additionally, parts of the man's face should move as he talks.
Basically, the project will require the completion of a 2-minute video with the Arab man (see attached) lip-syncing an English grammar explanation.
