Salesforce Dynamic Field Sets to VF page.

I have 26 fieldsets on a custom object which is the related list to opportunities. I want to override the view and new of the custom object. On High-level we need to create a sequential set of records in that custom object Use Case:- user comes to the Opportunities and click on new button in related list for the first time which will open the 1st field set and clicks on save which will save the record and displays the detail view of that fieldset then he goes back to oppty clicks on the new button second time which will open second fieldset and process follow. How to get the sequentiality of a fieldset? we can use Custom settings and create 26 records in it with OrderNumber field and Form Name field. FYI:- The expectation would be all this functionality should be happening in single VF page. Name of each record should be the form we are showing.
