Create a fast hybrid app for a fast search engine with push notification

I am looking for a freelancer to build an app and webapp. The purpose of the app is to match buyers and sellers of second hand cars, property, ... The search engine is unique in that it can do over 1 billion matches per second based on machine learning and psychology. Since the search engine is lighting fast, I am only interested in an extremely optimized (=fast) web(app), so e.g. animations should not be done in jQuery (which uses timers) but should be done with hardware optimized CSS animations. I suggest the following technologies, but I am open for better alternatives: PhoneGap/Cordova with webview(?), bootstrap or Angular2(?), [login to view URL] for very fast lookup searches and live updating. Initially the app will look like this: - Opening page: word of welcome, how it works, agreeing on T&C. - Main page: personalized "news updates". The list of news items comes from the server via [login to view URL] (url and CSS class), and the contents of each new item need to come from the url provided, and is additionally styled on the client side with the given CSS class (e.g. add a "new" icon for that news item). The list will be live updated, and should look beautiful for the user (some animation or so). The user can click on each item. - Item page: an item page can be "my search for a new car" and contains a list of the best matches. This list is the same like the one on the main page, so including [login to view URL] live updating. - The app should have a message/chat functionality (should work offline for writing messages). - The app should work with push notifications, so that the user gets a message on their phone that there is a new match. The suggested budget includes other features to be discussed, like: - Login with Facebook OAUTH - In-app purchase possibility What I already have: [login to view URL] server written in node.js that acts as a gateway to the search engine. And also a webserver to provide the contents of the items to be listed.
