Plug in for twitter app and website

I would like a plug in for twitter. Initially for browser, but then subsequently for the iPhone and Android app that does the following:
1) Allow the user to specify a string of characters in the config (e.g. 'ABC')
2) Hide that reply from the user
3) If someone replies to the user's tweet that has that string in their username, it will reply to their reply with:
"Sorry, I have automatically muted people with <STRING> in their usernames, and I have not seen your reply".
4) Block that twitter user [User configurable]

1) Developing the web app
2) Developing the iPhone app (and getting on app store)
3) Developing the android app (and getting on play store)
