IOS Timing Application with Remote Database Connection

I need an application that will be used later for a timing application. The general idea is a one person will hit start on their phone, this will start a timer on another persons phone, and when the timer hits stop this value will be calculated without network lag from the elapsed time since the starter hit start. I have included detailed wrtie up of all my requierments. Feel free to ask questions. I am a programmer so i know how to do it I just have my plate full with other things.
