How to install android system app programmatically

Hello friends.

I have one issue when I develop the android project.

I have one tablet. but there is no network connection feature there.

And there the app is installed own app for that tablet.

When click update button, I have to update that app. Now that app is system app.

So with common installation method, I cannot solve this problem.

If you have some experiences in android system app development, I want you to help me.
