build me a kiosk software for Android device

I need a very simple kiosk software written to
- work on Android 7
- set up the device to launch a single app at start up
- have a simple admin section which could be accessed through a pin number assigned when first run
- when first installed, it should sent this pin number to a webserver together with the device id
very simple piece of work and we're aware there are products on the market that do this, but we need something bespoke and simple. Also please note we will need the source code as well as the finished software.
