Add one functionality to an existing Android App

Hi,
I have one android app and i need one functionality to be added. Please refer the attached image. Whenever Mobile Data or WiFi is enabled on the device, I want my app to be connected automatically without user interaction.
I have all the required code for this functionality. You work will be:
1. Create 2 button on the setting page of the App
2. Create a background services (from the given code) to run the App in the background whenever Mobile data or WiFi is available.
