Create a WordPress plugin for handle Up- and download to Azure Storage

I need a plugin for Wordpress that can handle uploads and downloads from a Azure Storage account. The plugin should be customizable from the plugin configuration site. Upload should be a admine feature while downloading whould be a public feature. To avoid displaying the actual storage path to the downloadable file, there need to exist at mapping between a plugin internal uri/id and the actual path in the storage. The storage plugin will upon download request connect to the storage and download the file.
