Your budget is not going to get this taken care if it has to be that intricate. I could use the engine I have build and modify it but I need to know what your specific requirements are. I can also assure you your budget is not big enough to manage the members area you are asking for. It simply will not suffice. You have a very custom SaaS (software as a solution) service. You need to be coding in both procedural and OOP (object oriented) and you need to know when and how to determine which areas require which method. On top of the coding and db requirements you need a good design and great html control. This is not a one person job. I would hope you head my warnings and be very careful about who you choose to do this assignment as it can delay your progress and drain your resources rapidly if you choose poorly. I reiterate this is not an easy job!
