Write an iPhone application

Hello, I am looking for an ios/android app and a web application. Let me explain the scenario: We are training Cable TV technicians how to put a fitting on coax cable. We go into their office and have them install a fitting on the cable jumper, label it with their name, and send it to us. When we get the jumper, we grade it, take pictures of the faults, and database it. This is referred to as the “PRE” training jumper. I have videos that are used to train the techs. After they submit the first jumper and we grade it, they will go through the video training and submit another jumper. This is the “POST” training jumper. We will grade the POST jumper and compare to the PRE jumper. Then they will take an online test to see if they retained the information from the videos. I need an app and a website to do the following: After the PRE jumper is submitted and before the POST jumper is done, the Technician will go to the app/website. He will sign up with his name or tech number (this will be something we assign login credentials so we can link this person with the graded jumper pictures we have already databased.) He will see the picture(s) of his PRE jumper. He will also see a personalized message that explains what he needs to do differently to pass. Then he will view the training videos. After the video, he will make a POST jumper and send it in. When we get the POST jumper, we will grade it. If it is passing, we will enable the test area for him as he will take a written test (answer test questions on the app/website). When we get the test results, we will pass or fail the technician. I am assuming that I can keep the videos on a hosted server like GoDaddy or something? I want the ability to either interact via ios phone/tablet, android phone or tablet, or direct web access.
