Code One Webpage From Image in Webplus

This is very simple job for someone that has Webplus X5. I need 1 web page coded in Webplus X5 from a jpeg image mock up including setting up the color palette, text tree, master page, etc... Please don't ask to code in something as I will have to alter it later and prefer using Webplus X5.
