I think your requirement is to build a system to measure temperature and change the status of A/C and fan according to some fixed rules coded in Arduino. Do you need only on/off for A/C or Temperature control also? What kind of Fan control (regulator) you are using? You mentioned IR, Is it about the control interface of A/C or you need this system should work as a remote control? For Temp. measurement do you have any sensor or you need me suggest one?
