Adding more constraints to a linear programming model in R language

I have a technical assignment and in need of a computer scientist, who is expert in R and is knowledgeable on linear programming models.
Attached is an article and there is an LP model constructed. What I need to do is to add the following constraints to the model
0 <= (w_11)^2 + (w_12)^2 + (w_13)^2 + ...(w_1n)^2 <=1 .
.
.
0 <= (w_n1)^2 + (w_n2)^2 + .....(w_nn)^2 <=1
wii = 0 for all i
wij = wji for all i not equal j
delta = 0.7 and lambda is the same as found in the paper after cross validation. I will provide the data for testing purposes.
