Add basic ''Property Manager'' pages to PHP site

We are developing a Real Estate Website in PHP 5.3 with Smarty 3.1.8 Templates. We want to develop and integrate a new module into it "Property Manager". Real Estate Agents/consultants (Users) will be the primary user of this module. Real Estate Agents will use this module to maintain their data like Customers (Person), Lease Contracts, and Sell Contracts).

The Property Manger functionalities need to be implemented into 2 locations.

The new module must follow our architecture. You have to follow our current design; we will help you in understanding if anything feels confusing to you.
We are using database queries in the functions inside lib classes, so you will also have to follow the same pattern, working with stored procedures is not encouraged. The database tables already designed for this module. Please find below the Snapshot of the ERD.
-The developer will have access to the full PHP source code and can check it out using SVN client, the development database that referenced on the code is accessed through the internet and the developer have access to it
