I need some advice on how to go about this.

I have a site using a paypal cart. I need to integrate this api so my orders are forwarded on to a third party supplier.

The api is attached

I'd be happy to use a cart like oscommerce.

I need someone to give me advice and maybe offer the service on doing it. So that the api works.

IF good advice is given, I will happily pay a generous amount to the helper.
