Maintain Temperature Between 120 and 140F

I have a product that I need to heat a small area to 120 to 140 degrees which is the bottom of this shop vac. [login to view URL]

I am using 12v and this heater to heat the area - [login to view URL]

which is 100w and 8.3a

It heats up the area very slowly even though it's a small area. There is an air vent on the top so maybe the heat escapes from there.

I''m not looking for a huge project but just for someone to give me some advice to heat the area much faster. What I am doing now is not working very well.
