Daemon to listen on port and redirect traffic

I need at daemon that can run under debian (scripting language unrelevant, as long as it works).
It must listen on a given port - (e.g. 10001) and sort the incoming traffic. If the traffic comes from IP x.y.z it must redirect to x.u.a, or if traffic comes from x.x.x it must choose random from array of IPs to redirect traffic to.
The script must be easy expandable, so it is easy to add new ip-sources and redirect sources/random-arrays.
The daemon should not analyze traffic in any way, just redirect it to a given IP based on incoming IP

This is a near-trivial project ... I'd choose Perl (because that's my strong suit) and put together something with Net::Server and Proc::Daemon
