I'm looking for a clone of [login to view URL]
[login to view URL] is a site powered by the collaborative media application Scoop (which is the same application that powers the popular website [login to view URL]).
The reason I feel that $100-$300 is appropriate is because this is not a request to create a website from the ground up, but rather to take Scoop - an open source application - install it on a website, and make any necessary modifications to support the features on [login to view URL]
Here is the homepage for Scoop:

And here is the Scoop User Guide:

The main feature that I like about this site is that which user comments are privileged. As the site owner, I should be able to post entries directly to the front page along with any other user who I assign that privilege to. However, the site also should feature "diaries" which are user entries (new entries, not comments on an existing entry). User will vote on these diaries and the best will automatically flow to the front page, or can be manually promoted to the front page by myself or any other user with front page privileges.
I'm looking for the exact same layout (including having ads between the content and the menu)
I'm not a programmer and don't know what comes standard with Scoop and what has been modified for DailyKos, but the following link is to a FAQ about DailyKos that explains some of the important features I would require. See numbers 3-6 especially:

There is one other thing I would need to know...
- I have created many simple (static) websites, but I don't understand how the databases would work with a site like this, so I'm not sure where I should host it (I already have the domain name). Would I be able to host this with [login to view URL], and if so, which level of hosting would a Scoop powered site require? If not, who do I need to host with? Here's a link to the GoDaddy hosting options: ([login to view URL];ci=415)
