Display info from a Database

We are introducing a Municipal Records Management System. This system is all web-based and works on its own. But what we want is to be able to bring up a specific record from a DB which is currently on our server. They are calling this a Schedule (don't know why they call it Schedule, but that's what it's called). Schedules are broken down into two categories, Schedule A which deals with everything in our municipality except things that pertain to our health unit. Schedule B is Health Unit specific classifications. From within a Schedule record, they also want to be able to link to yet another record in another DB on our server. So, I'll explain in more detail and then break down what needs to be done. They are going to be using software that is a classification system for documents used in the municipality. Everything will be categorized by a letter and subcategorized by a number. So an example of a letter is A (Administration) or B (Facilities) or C (Council and Bylaws). An example of a subcategory within A is A01 Associations and Organizations. Or B03, which is Drawings. I created a DB of three records for Schedule A. I'm not sure if the fields are all right, but this gives something to work from. Schedule A DB will eventually be populated by them, so we won't have to do that. What they want is for all the fields to show up in a table. The way to show it would be by URL. So you would have a URL and bring up a specific record by adding its index number or DB number into the URL. so... [login to view URL] So if they wanted to look at A02, they would just change the a06 to a02 at the end. Now, in the record being displayed is a field or column called Citation Table. Citations are listed as numbers. What they would like is when you click on a number, a page pops up that gives more info about that citation like the Schedule A will work. The citations are already in a DB already. I can provide more info to person who will do the job...
