We use Interspire Email Marketer software and when we create a public survey, latin caracters like (ç.á,ã,õ) are incorrect on page.
But when we logon on Admin interface of Interspire Email Marketer and reload the same page, show all without any problem. The problem is only when is logout of admin area, but the survey are public.
Example:

Correct: Instituição de Ensino
