Almost clone of adultwork

I'm looking for something similar to Adultwork, only not as big or complex. What I need to be able to do is list people, within regions and with certain skills (so that people can search on them); for them to be able to self register and upload images, I'd then approve the profile before it became public, need to be able to correspond via the web site (with people searching); post offers and respond to offers (so two sets of people - the service provider and the service seeker). All design will be template based etc. I need an idea of indicative costs at this stage please.
