Custom Wordpress Plugins or Hacks

Need custom Wordpress pluging/applications built. Step 1. Store owners will have usernames and passwords but only have access to custom post type (Retailer Promos). They then can create promotions by filling in the excerpt and custom fields. I am looking for a way for the user to access specific photos (rather than the entire media library) to insert in the post. I would need the user to have access to a folder on the server rather than the media library. The user must not be able to edit or delete these photos, only insert them into the post. Step 2. I need someone to edit a store locator plugin to enable custom post shortcodes to be inserted into the store description. Example: [login to view URL] When the store is clicked on, I need the following shortcode to display: [display-posts post_type="promo" posts_per_page="1" include_excerpt="true" author="123"] inside of the "description" that loads. Every time a store is added to the map, the shortcode would have a different "author" and would be added manually.
