Browser-based GUI, server end on UNIX

This project is divided into several smaller steps that will be paid for individually. The first part of this project is to provide a high-level design for a web-based GUI to parse a configuration file, display it visually, modify elements in it, and then write out the result as a new configuration file in the same format. Note that this budget is only for the high-level design, not for implementing the software. Please see the attachment for more information.
