Chat room driven service facility

Can you outline a cost ? There needs to be a frontpage that on a payment opens a live chat centre. The visitor will at the outset select a dropdown list of cities and towns and by so doing select the live chat person in that area. Each time the visitor requires to open a "chat" they will be charged so for ease the payment page should be able to memorise the credit card details except for the security numbers. Once Chat is complete the visitor will need to fill in a simple Performance chart- "rate the performance 01 02 03 04 Good to Bad, A LOG IN FIRST TIME will be a simple email address and full name. This would ideally be stored in OUR back office. The live chat operators will buy into a franchise allowing a download facility of the dedicated chat room. The chat room will be available to download after a password is released and that would be after an agreement has been signed and agreed.
