Build Backend System for Existing Script, and Convert Script to Wordpress Plugin

I have a script for social media, in which a URL specified in a .js config file gets likes when the user visits the page with some HTML code on it. What I want is a backend panel, that would allow users to submit their URL's to the system, and that these URL's would cycle through the config file on a time specified in the admin panel. One of the features required would be to limit the number of URL's the user can submit, these are called 'Slots'. Another feature would be that the users account will expire. I want the script to be converted into a Wordpress plugin, so that I can install it easily on my wordpress sites. Well, Site 1 (Panel) which is a Membership site, where I will create manually myself account of Users, allow them Slots (Where they can put Pages URL's), There Account Expiring Dates) and They will use the slots to insert pages I have 10 Users to Each User I give 1 Week Account, Access, and I give 5 Slots to Each user, Now it is 50 Slots,Right, and Each user put 1 Page in Each Slot, Means 50 Pages The main Admin panel will work this way, all Users URL's Comes in Que, with Numbers, of assignment, and amount of Start Likes, and Each Slot get 1 Like, that means 100 People likes, Each user will get 2 Likes this way we will be able to deliver Every User with likes.
