| I would like to know how much it would cost to create software (a DLL or an ActiveX) for cars license plate recognition. The application would have a OCR function that "reads" a colour or B/W picture and uses an algorithm to target the license plate from the image and convert the license plate number to an ascii output. The OCR input must be provided into two ways: 1) To take an Image file and return the car number 2) To take a stream form Axis camera control ActiveX (<[login to view URL]>), analyze it with a motion detect algorithm and return the car plate number of each car passing in front of the camera. Types of car plates to recognize (Italian) are visible in the link <[login to view URL]> To test program AND to wiew a DEMO program, please use attached example files. Here's some system requirements: • Max elaboration time: **850 ms**; • Typical elaboration time: **400 ms**; • Min success ratio: **90%**; • Log save in .xml format of all events • Image archive in .jpg/.giff format of all recognized/not recognized images | ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done (testing program, DLLs and ActiveXs components. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. **3)All the code must be (source code) commented and used and implemented algorithms such as OCR analisys must be (source code) commented and well descripted (ina .doc Word document) 4) The OCR function must be developed in C++ for .NET and the application program in VisualBasic.NET. 5) All code must be compatible vith VisualStudio .NET 2003 6) Types of car plates to recognize (Italian) are visible in the link** [**[login to view URL]**][1] **7) Here's some system requirements: **• Max elaboration time: **850 ms**; • Typical elaboration time: **400 ms**; • Min success ratio: **90%**; • Log save in .xml format of all events • Image archive in .jpg/.giff format of all recognized/not recognized images 8) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 2000/Xp All code must be compatible vith VisualStudio .NET 2003
