Social Media API and Web Design/Development

I've already built a basic functioning responsive website with a wordpress e-commerce theme running on the domain successfully. What I now require is someone that is familiar with the Twitter API and web development to make a plan become a reality. The basic premise is a reward based scheme for a Twitter account to complete a series of actions ie follow person x, tweet message y, favourite z. Upon these actions they will be rewarded through means that I will discuss with a successful bidder. Following successful workings with the Twitter API, I will then need the web design part to pre-populate a 3x3 table with a call to action button, a reward offer and the display picture of the twitter user within each cell in a uniform manner. This new page design will then dynamically work for Follows, Retweets, Tweets and Favourites. This is a small startup project with great ambitions so you will be helping to shape a project into becoming a fully fledged business. While budget is limited, as a reward I will also use my own personal marketing skills to generate PR and good marketing, as well as lifetime social media gains through which you can generate further business, for completion of this work.
