Customized URL Rotators with Admin Panel

We have a membership site (site is already established) where we want each member to be able to add their URL to a shared URL rotator. The URL rotator needs to be admin controlled with the ability to be reset (emptied). Purpose of this URL rotator: We are giving free traffic to our members. Each month the member will need to login to their member area and submit their URL which is added to our rotator. We then run traffic to the rotator URL itself. The following month, we delete all the URLs in the rotator and members need to resubmit their individual URL again. Here is what we need.. Membership side: 1. Member needs to be able to add their URL with a simple submit form. 2. Once the URL is submitted it is added to a shared URL rotator (controlled by the admin) 3. Once the URL is submitted, the URL cannot be submitted again until the admin resets (empties) the rotator. Admin Side: 1. Multiple Rotator URLs - Ability to add as many rotator URLs as we want. 2. We want to be able to see the Code/script to publish on the membership side. We will be offering website traffic to our members at different levels of membership. So, we need to be able to easily create a page where they can submit their URL to the rotator of our choosing. [login to view URL] to reset/empty/delete the URLs in the Rotators whenever we like. So, when we delete all the URLS, the rotator contains 0 URLs in it. [login to view URL] resetting/deleting, it should make us confirm the reset/delete before emptying all the URLS. 5. Ability to delete a single URL from the rotator. 6. Ability to edit a single URL in the rotator. 7. Ability to add a URL to the utator from the admin side 8. Hit counter - display the hits for EACH URL in the rotator 9. Hit counter - display hits for the entire rotator 10. Hit counter - Ability to reset the hits to 0 for individual URL 11. Hit counter - Ability to reset the ENTIRE rotator to 0 hits Rotators: Rotate all URLs sequentially .... so each URL receives 1 hit a piece equally before starting at the beginning. All URLs receive 2 hits, then 3, etc.
