Coding required for an exisiting directory

Our in house coder requires some assistance on behalf of one of our larger clients. Visitors to the website that we are amending for our client, will be required to establish using a set template (the template is static save for drop down return parameters) their own {web} page. That page will have different content ultimately uploaded to each individual page will need to capable of third party search via the main page of our client's web page. The successful tendered will communicate directly with our coder, whom will explain and address any questions to the greater brief. Thus we are seeking a compatible tenderer to provide us with a mechanism by which a party can create a page and that page is saved to our client's directory (sub-directory) and that created page may be retrieved either in whole or by means of search via the website search function. Our coder has created the parameters for the page (drop down box) and the graphics are under control. Coding only is required for our coder to insert into the existing web directory. We are seeking a quick turn around and ideally a responsive and candidate.
