Creation of Wordpress Plugin

I need a WP Plugin developed that is similar to WP Policies. The plugin will create the necessary FTC required pages for a Wordpress related site including but not limited to About Us, Contact, Privacy Policy, Earnings Disclaimer, etc. I like the way the WP Policies plugin works by creating pages that are set as drafts, then the customer can pick and choose which pages to edit and display. The problem is the WP Policies plugin is out dated and does not work correctly with Wordpress 3. So, I need a fully developed plugin with boiler plate text for the several required FTC Pages and these pages could be edited and then shown or hidden by the client.
