Blogger's haven - comment universe.

There was a site, [login to view URL], that was a comment-rating system. I need a site like this. Basically: Members should be able to sign up for their own accounts. They should be able to have a profile, with basic info, and their website link and avatars. There should be a comment system in place. i.e. I get one point for posting on your blog, you get one point for posting a comment on my blog. This is a way for bloggers/etc to get more attention to their sites and build comments and hopefully a following. A forum should be integrated. I want a way to manually approve members, but an option to auto-approve if need be. For members, there needs to be a list of members page, as well as availability of their info such as: username, website, referrals, status (inactive/active; parameters set by me), and level (parameters set by me)
