Compare 2 csv files then output results

I need a program that will take two csv's such as these: <[login to view URL]> <[login to view URL]> compare them and output the data like so: <[login to view URL]> The program will take the items in [login to view URL] and match them up with the ones in [login to view URL] and then subtract the price and display them in "Difference" numerically from smallest to largest. CALL will be displayed in Difference if [login to view URL] has CALL instead of price. NF will be displayed in Difference if an item in [login to view URL] isnt found in 1.csv. The program should look something like this: <[login to view URL]> If there are items in the ignore field, then the program will display them in red. So in the [login to view URL] shown above, these items were in the ignore field (items will be seperated by a comma). 3333_www,IDD_INDII,www222 The sample csv only has few items in them, but the program will need to be able to handle csv's with ~10,000 items to compare. Im hopping this can be done with PHP but Im open to other programs. I have xammp installed so if this can be done in PHP I would be able to run it locally on my computer. Im hoping this will help with the speed since doing this locally would probably be much faster then through a web server.
