CMS for 4 existing websites

We would like to find a partner who can create a Content Management System for 4 existing websites (3 HTML and 1 Full Flash 5) with the possibility to expand the number of websites in the future. The CMS must have an WYSIWYG editor (like in MS Word) for these 4 sites and the possibility to add, edit or delete pictures, hyperlinks, etc. One (or maybe more) of these websites is going to be connected to an online database. The database is filled with all kinds of information of the relations to the owner of the database. On one or more websites must be a possibility to sign in on this database. The webmaster of the database also needs to add, edit or delete manually in this database by an online application. He or she also needs the possibility to send newsletters out of this database directly or download a letter in PDF to a selection out of this database.
