Need one to design an application with the following: 1. Must be SQL injection proof. 2. Must have a USER based LOGIN SYSTEM - latest encryption methods. 3. Must have CRUD. 4.. Must have RBAC (role based account control) system. 5. Must have export to ECXEL and PDF (based upon data selected). 6. must have column filter in tables. 7. Tables with pagination, lock columns. 8. Must adhereto W3C and WCAG standards. Process. 1. one person makes the entry and allot it to an office. 2. the office can only view what is entered and allowed to add two other fields and allot to sub-office. 3. Sub-office view and add other two columns.

Will you be ok using phpMyAdmin ? I have read requirements and I think phpMyadmin meets your requirements.(you could create views, enter data etc) Also If we could add webmin to administer MySQL (through web browser) + manager users,roles. Hope it helps. (Above Bid is on assumtion that we have LAMP stack : Linux Apache MySQL PHP)
