Required native Android developer for facebook related mobile app

I need a single native Android app to perform the below task:
1) There will be a 2 type of users. Consumer and Business Owner
2) Below is what Business Owner can do on the app:
2.1) Login with their company facebook account
2.2) Able to make a facebook post
2.3) Facebook post can include these: links, videos, images, and text
2.4) Able to input Business profile (Name of business, Type of business, Promotion Message, contact details and etc)
3) Below is what the Consumer can do on the app:
3.1) Login with a facebook account
3.2) Able to view a list of Business Owner profiles with their promotion message
3.3) Able to select specific Business Owner profile to do the below mentioned on 3.4 and 3.5
3.4) Consumer can share any of the posts posted by the Business Owner
3.5) Consumer can like the Business Owner facebook page (The like button should grey-out if consumer has already liked the business owner facebook page)
3.6) Able to view a record of what the consumer had shared and liked. See below for example
3.7) This record will display logs like the below:
On 15 April 2013, Tom had shared a post by ABC Company that was posted on 10 April 2013
On 15 April 2013, Tom had liked ABC Company
3.8) To see the above logs, on the record page, user is required to tap on a Business Owner name to see the logs associated with the Business Owner. The logs are sorted with latest at the top
4) Below is the admin funtion required:
4.1) Login via the web for admin
4.2) A record of consumers showing their name, gender, age, contact details and etc
4.3) A record of business owners showing their name, Type of business, contact details and etc
4.4) Both 4.2 and 4.3 record will be updated in real time
4.5) Admin is able to suspend a business owner activities. Once suspended, business owner particulars will be hidden (not erase) and will not be visible to any consumers who used the app
4.6) Admin is able to re-activate business owner activities again. Once activated, business owner particulars will be restored and visible to any consumers who used the app.
4.7) Everytime when a new business owner record is available on 4.3, system will send a email to admin.(email content include business owner profile)
4.8) Admin is able to change password and admin's email address
5) NOTE: User of the app can be either a consumer or business owner or both
6) Backend development should be in PHP and mysql running on linux
7) Developer is required to build the app and the backend server from scratch and build all the necessary web services so that app and backend server can communicate as required.
8) App must be developed in native Android. No phonegap, html5 or etc.
