advice for multiligual CMS

I need to build a muultilingual CMS on a linux host. I have received bad advice and need to speak with someone who has implemented a CMS in many languages. The project is not for the code itself, but for recommendations on the systems that can be used. If the coder seems competent however, it could lead to building the site itself. I am familiar with TYPO3 but the back end is cumbersome, and Joomla is not ready yet for multilingual AFAIK. I need to have a conversation via IM and perhaps a document written. ## Deliverables 1 hour conversation and reccomendation list. ## Platform linux
