Develop Joomla 2.5 Template

Development needed for a simple Joomla 2.5 template.
Basic design is attached.
The designer is expected to use earth-tone and/or green colors that are complementary. The colors in the attached image DO NOT reflect the colors desired nor the organization of the colors. I reserve the right to reject any color schemes and/or designs that don't meet my expectations.
The template will be fixed width to no more than 1024px.
The template is expected to be interactive with menu item highlighting, flyout menu items, link highlighting etc. Javascript may be used for this purpose, but all JS must be contained in a separate JS file and must be provided both expanded and minified. The template is expected to utilize the minified JS file.
All resulting HTML should be HTML5 compliant and all CSS should be CSS3 compliant.
No in-line CSS is allowed. All CSS must be in a separate file and be well organized and documented for easy editing.
Any elements that are not included in the basic design must be able to be manipulated from Joomla.
The template must be able to be installed via the Joomla Template Manager.
All code must be well documented.
Live and verifiable examples of previous Joomla designs will be expected before the project is awarded.
The designer may edit an existing template or design a completely new one.
I expect to discuss the project in greater detail with the designer.
The time frame for completion is two weeks after acceptance.
