Custom Wordpress Plugin - Content Management

I need a wordpress plugin created that is intergrated with my current website. Information about the requirements follows: Current I have an upload section of my website that accepts the upload of photos, when a user uploads an image they can add a title, keywords, description and select the category in which the image will be placed. This is important because the plugin must use these fields. The plugin required is as follows: The plugin is going to be a content management plugin that is simple enough and has has the following functionalities: The plugin must support the mass uploading of images (I must be able to select a large amount to upload to the website at one time, instead of one at a time). When these photos are uploaded they will not be posted onto the website, but instead will enter a "review" stage. In the admin panel there will be a section in which an admin can enter the will do the following: It will show one of the photo's in the "review" stage (at full size) and give the user the choice of title, keywords, desciption and the category for that image. The user will then either submit the photo, or they can reject it to be deleted if it isn't suitable. This plugin will not effect the normal upload system, it will just use the same data input fields. Once an image has been submitted it will enter a schedule stage to be posted, whenever an image is added via this plugin the new image will be posted +20mins after the last image posted, so effectively a large backlog of images will be created that are scheduled to posted
