In the footer of my site [url removed, login to view] I am giving my visitors the option to turn on or off the comments across the site.

The bug that I have found is instead of it turning them off across the site like I want, it only turns them on/off per page.

I would like you to fix this bug, so if a user goes to one page, and checks that they would like the comments hidden across the site, the comments will be hidden across all pages.
