Android app operating with sobi2 and jomsocial

We need an expert app developer to create an android app, within posting it on googleplay market. The app give user the possibility to login and to take photos or 1 video from the camera, add title, chose a category, add a short description, and select a rating. After that the report was send to my website within user Jomsocial profile, added on his activity stream and on the properly sobi2 category. We need also a link on our homepage to download this app. Developer must be confident to sobi2 component and jomsocial community; Design of the app must be approved by our team.
