Treo Calling Prefix

I need a programm to put a prefix in every phone number I call from my Treo 650 phone (PalmOne). It should analise the phone number I am dialling to see if it already has a prefix and modify it accordinly. I should be able to change the prefix, for example if I change the city I am. The prefix I need should be like that I dial the following number 37218088 or 11 37218088 or 011 37218088 or 01511 3721-8088 all three number should be modified to 01511 37218088 another example: 2243627 or 15 2243627 or 015 2243627 or 01515 224-3627 should be modified to 01515 2243627 The program should never change my Contacts Info The program should work in background The program should understand and correctly interpret spaces, colons, hyphen, parenthesis and other symbols I need to change prefix from time to time, easily I need a programm to do that I accept if you create a program or point one already done for download ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
