Basic Web Template Needed

I need a web template created. I would like the layout and design of freebudgetingsoftware .com. I need a basic, simple website and I need the navigation/header/footer to be controlled by one central page or a few central pages. I have used SSI for this in the past, but I am open to new ideas of how to do this as long as it enables the SE's to follow the links with no problem. This project could lead to projects in the future. I only need a home page and maybe one other page and then I can create the new pages from that. I have am comfortable with basic html and don't need an admin panel or anything, I am ok with editing code to add pages, etc. Please bid on the job. Please tell me your time frame expected to completion. If you have an hourly rate that you work from, please let me know what that is so I can keep that in mind for future projects. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform IE, Safari, Firefox, etc.
